Sri Lanka charges 18% VAT (raised in 2024 from 15%) plus PAL (Ports and Airports Levy) and duty. The personal gift threshold is 15,000 LKR (~€45). Island nation — everything arrives by air via Colombo. Logistics are limited beyond Colombo.
Required documents
- CN22 is a simplified customs declaration for parcels up to 2 kg and €270 in value. Completed at the post office or generated by the carrier. Without CN22, the parcel may be held at customs.

Why is the PAL levy charged on top of VAT?
PAL (Ports and Airports Levy) is a special Sri Lankan charge of 10%, collected when goods enter via ports or airports. It is payable on top of VAT (18%) and duty. For the recipient this means the real import burden is 25%+ of the parcel value.
